Public parking

Public parking is available at three locations within the Parkville campus. A number of other public car parks are also available within walking distance from the Parkville campus.

University Square Car Park

  • Entry: Entrance at 244 Bouverie Street or 206 Berkeley Street. Click here for map
  • Hours: Monday - Sunday 6:00am to midnight
  • Availability: During semester (weekdays) the car park fills and closes to public parking, normally around 9:00am - 9:30am
  • 2022 fees and charges: $15.00 up to 4 hours. $30.00 all day. $10.00 after 5:00pm Monday to Friday, weekends and public holidays.
  • Payment:
    • Press the casual entry button at the gate.
    • Upon exit, the boom gate will indicate the amount owing and you’ll be able to pay with your debit or credit card at the gate.
    • To pay with cash, you’ll need to pay at the pay machines located on level 1 prior to exiting the car park. To pay at this machine you’ll need to remember your vehicle’s licence plate number.
  • For assistance: Please use the intercoms at the vehicle entries, exits and at the pay machines.

Royal Parade Car Park

  • Entry: Via Royal Parade, located between Genetics Lane and Medical Road (beneath Kenneth Myer Building). Click here for map
  • Hours: Monday - Sunday 6:00am to midnight
  • 2022 fees and charges: $12.50 up to 4 hours. $25.00 all day. $10.00 after 5:00pm Monday to Friday, weekends and public holidays.
  • Payment:
    • You’ll need to scan your debit or credit card to enter the carpark.
    • Upon exit, the boom gate will indicate the amount owing and you’ll be able to pay with your debit or credit card at the gate.
    • You cannot pay with cash at this location.
  • For assistance: Please use the intercoms located near the pay machines next to the lift.

Eastern Precinct Car Park

  • Entry: 375 Cardigan Street, Carlton, near the corner of Elgin Street. Click here for map
  • Hours: Monday - Sunday 6:00am to midnight
  • 2022 fees and charges: On weekdays, $12.50 for 4 hours, $25.00 for all day and $10.00 after 5:00pm, weekends and public holidays.
  • Payment:
    • You’ll need to scan your debit or credit card to enter the carpark.
    • Upon exit, the boom gate will indicate the amount owing and you’ll be able to pay with your debit or credit card at the gate.
    • You cannot pay with cash at this location.
  • For assistance: Please press the intercom located at the front entry to the car park.

Motorcycle parking

Motorcyclists must adhere to the following rules:

  • Riders must only park a motor cycle in a designated motor cycle parking area or where signs permit.
  • Riders are not permitted to park a motorcycle on a footway.
  • If the rules are breached, any traffic officer may issue a Parking Infringement Notice (PIN), requiring the owner, rider or any other person responsible to pay a fine.
  • University Square has the largest number of undercover parking areas for motor bikes. The spaces are marked with signs and along the Bouverie Street end of the car park on each of the five levels.

Disabled parking

You must apply to your own local council for a parking permit for people with disabilities.

There are a number of parking spaces for people with disabilities on the Parkville campus.

Category-one permits

If you are a category-one permit holder, you may park in a parking bay reserved for people with disabilities for the time specified on the sign only. You must not park continuously for longer than this time.

Category-two permits

If you are a category-two permit holder, you may park in any regular parking bay for double the amount of time shown. If the parking is a paid parking area, you are required to pay the initial parking fee. For example, in a four hour ticketed parking area, you may park for eight hours, provided that you have paid for the first four. A category-two permit does not allow you to park in bays designated for people with disabilities.

Temporary disability permits

The transport and parking office can issue temporary disability permits. To receive a temporary disability permit, you must supply a letter of support from your medical practitioner. A University temporary disability permit does not exempt you from parking fees.

Parking for affiliates

Affiliate staff are able to apply for short and long-term parking permits that entitle them to park at the University's public car parks. Affiliates are entitled to University staff parking discounts.

To apply for a permit, go to the University of Melbourne Service Portal, where you can register for an account, apply and then pay for your permit online.

Parking infringements

How to pay

An infringement penalty must be paid by the due date and failure to pay may result in further enforcement action being taken, thereby incurring further costs.

Payment of a parking infringement cannot be made at the Parking Office.

By phone

Payments can be made with VISA or Master Card by calling the Infringement Processing Agent during business hours, Monday to Friday 9:00am to 5:00pm on +61 3 9747 9569.

By mail

Please make cheques/money orders payable to the University of Melbourne and send with the infringement notice to the address below. Cheques/money orders should be crossed and marked 'not negotiable'. If a cheque is not honoured on presentation, payment will be deemed to have not been made.


Penalties

  • The penalties are set by the Victorian Government under S 87(3) of the Road Safety Act 1986 (Vic). Find further information on the Vic Roads website.
  • The penalties levied via issue of a parking infringement notice (PIN) are updated each year from 1 July. Further information about the infringement system generally is available here.
  • Enforcement of such a PIN is covered under the rules set in the Infringements Act 2006 (Vic). In brief, you will be allowed 28 days to pay the fine. After that time a courtesy notice will be sent to remind you, and further charges may be added to the fine.
  • In the event the fine is still not paid, following the further processes set out in the Infringements Act, the matter may be taken to the Magistrate's Court.
  • There is information on the back of the PIN regarding the possibility of payment plans to spread payment over a longer period than the norm (28 days). If you wish to seek application of such a plan, please ring the number indicated on the PIN.
  • Once the infringement is issued, the electronic data is stored in the handheld unit and uploaded by wireless to a data base. The Traffic Officer cannot delete the infringement notice. Parking Office staff are also unable to delete the notice or withdraw a fine.
  • Ring the Infringement Processing Agent +61 3 9747 9569 during office hours, and if you provide details of the parking offence they will then be able to take your payment.
  • Any request to have a parking infringement withdrawn (also known as a request for internal review' of the infringement) must to be forwarded in writing to the address shown on the PIN.
  • Underlying legality for an 'internal review of infringements' lies within the Infringements Act 2006 (Part 2 Section 22 etc), ie an infringement may be withdrawn if:
    (a) the decision—
    (i) was contrary to law; or
    (ii) involved a mistake of identity; or
    (b) that special circumstances apply to the person; or
    (c) the conduct for which the infringement notice was served should be excused having
    regard to any exceptional circumstances relating to the infringement offence.
  • Note that infringements will only be withdrawn rarely. Unique and unusual circumstances would need to be shown for an infringement to be withdrawn. If your circumstance is not unique and unusual it will not be accepted. Please refer to the list of excuses below that would not normally be acceptable.

When the appeal is received, the PIN is placed on hold pending the outcome of your appeal. Please do not to contact the Transport and Parking Office in the first instance as your PIN will not be placed on hold and overdue fees may be added to the infringement costs. Please contact the Infringement Processing Agent as they will be able to help you with your query.

When the review process has been finalised you will be advised of the outcome in writing.
